Hehe I like to think of it as a combination of aesthetic, poor design, and mixing that with some technological justification... like the scarf is actually a nanomolecular mesh that absorbs solar energy and doubles as a sensor array as it wafts in the wind

Hmm...I suppose it could indeed be something like a thin solar panel. Or maybe an airstream sensor to track movements around him, since optical sensors usually either have a good temporal or a good spatial resolution...
