And also, these guys are the ones that gives you a Pokemon Trade offer, if you give them the missing Xtransreciver. Which they are located at the ferris Wheel at Nimbasa City.

They're characters who work for the Unova Television broadcasting network. In BW2, you find a lost XTransceiver. It belongs to Ruri (if you're male) or Tetsu (if you're female). You go on a long side-quest to return it to them.
Your reward for returning the XTransceiver is the ability to trade Non-Unovan pokemon with DreamWorld abilities.
