They can, espeshaly if she moves off of the furs. For the most part they act as padding, so as long as she does not spend to much time squishing them she is okay.
It is when she goes off the furs that it becomes very uncomfortable, gravel, dirt, sand, grass, mud, all these are very very uncomfortable. Hence why she stays inside most of the time. Her primary means of transportation is via her lion lover who slips her into a harness to carry her.

Well, if this is the tech level of the mainstream Zootopia universe, she can probably get an electric wheelchair for quadriplegics without too much trouble. They aren't cheap, and I don't know how 'responsible' society feels to the disabled since I don't remember any in the movie.
