The character is Miyamoto Usagi, a samurai rabbit who's got his own Japanese comic 'Usagi Yojimbo' ... he's popped up as a guest character in 'Teenage Mutant Ninja Turtles' and even had his own video game when I was a kid. Here's the Usagi website:
