Here's a question: how come lines like Meowth/Persian, Vulpix/Ninetales, and the entire Geodude family ALL get Alolan forms, but then we have stuff like this where only the LAST form gets an Alola form?

I'm not sure I buy that he couldn't come up with any ideas. Now, if he came up with tons of ideas and couldn't pick one to go with because they all seemed great, I could believe that. Just seems weirdly inconsistent that only one part of the evolution line would be affected by Alolan climate whereas the others in the same evolution family remain totally normal (or I guess standard; Alola Marowak IS normal in Alola). Kinda hoping that this concept stays around for other regions or they find a way to bring Alola forms into future games.
