Description
This is the concussion rifle.
CP uses it for riots and for taking down runners or other resistant individuals.

For the longest time, CP had the policy of, "if you run, you are presumed guilty", and you would be shot in the legs. Also, if you resisted, you were subject to brutal special forces style takedowns...

in the year 2031...
wanting to find less violent alternatives for arresting uncooperative suspects (and partly to improve public image) CP began a large series of experiments with non-lethal takedown systems. from Tazers to rubberized shotgun slugs and pellets, CP was trying everything. Nothing seemed to deliver the desired results, until a scientist working with aeronautic development paid CP a visit. The scientist was working on a new propulsion system for low flying aircraft and VTOL aircraft (helicopters basically). He had discovered a new method of manipulating Air particles to rapidly compress them and decompress them in a small area, forcing the object producing this to be repelled by the air particles. By using ion particles and complex magnetic field technologies, he was able to create a lift system that acted like a giant magnet pushing against an even larger magnet (the field generator pushing against the earth). CP at first thought that this was merely a new method of flight. However, the scientist stated that that wasn't why he came to CP. He insisted that he found the answer to CP's non-lethal weapons issue.

a few days later, the first prototype of the Concussion weapon system begins development. Propelling ion particles along a magnetic rail, the weapon causes air molecules to rapidly compress and then decompress, causing a micro explosion of energy. Similar to what happens when you throw something big into a pool of water. The water in that spot rushes in to fill the gap caused by the object, only in this case, the water is still there, just compressed. After the water begins rushing in, the compressed water rapidly decompresses, causing an even bigger splash.

in the case of this weapon, it's air instead of water.

after several weeks of making smaller and smaller emitter systems, the scientist and CP weapons crafters develop the first concussion rifle.
the rifle carries capsules of charged ionic energy, the round casing being made of static absorbing material. when fired, the rifle punctures the casing and releases the ionic energy in a small increment. The charged ions are sent along the magnetic rail and expelled from the end of the muzzle at 350mph, creating a rapid compression effect as it travels through the air to the target. once the wave reaches the target, all the compressed air rapidly decompresses in the direction of the ion trail (right at the target) with enough force to topple a compact car. However, the effect is not instantaneous, the wave of energy does not impact the target all at once, rather, it's like a sudden gust of wind. You can feel the wind coming, getting stronger and stronger, then WHOOSH, down goes a tree. it happens quickly of course, within two seconds, but still gradual enough to not injure the target. It sends the target into the air on occasion, but a majority of the time, it merely knocks them off their feet and onto the ground, usually stunning them for a few seconds.

the first concussion weapon was originally going to be a handgun, something lightweight and compact and could fit onto an officer's belt. However, the first prototype is a little too big to fit on the belt, though it is still very lightweight and easy to move around.
This leads to the concussion rifle.

The CR mk1 is compact enough to fit on a special leg belt, made for higher tier officers as a means to quell riots without injuring civilians, or take down a running suspect without having to worry about hitting civilians or friendlies. The rifle is completely harmless (given that you don't fall onto anything dangerous) even at point blank range, the worst it can do is leave you with a small bruise due to overuse (like getting shot point blank over 20 times). CP had to make regulations to prevent abuse of the weapon system. Off duty CP officers sometimes would use concussion rifles as a means of entertainment.
each concussion shell can fire five waves of ionic energy, this rifle carries five shells per clip. CP officers typically hold 2 extra clips of concussion rounds. 75 shots per officer.
In 2034, the concussion pistol is successfully developed (that's coming next)

the CR mk2 is a further modification of the proven system, developed in 2035, it was made to replace the CR mk1. the new system was more reliable and had an improved system. This new model had a built in security system that alerted CP whenever the weapon was fired. Also, the weapon has a folding stock and exhaust system for expelling excess ionic energy that would be left over from the ion shells. A final addition was a modified targeting system that was hardened against the static electricity discharges that were common in the older model.

so here it is, the concussion rifle. I based it off of the sonic gun from minority report (only this one you don't have to spin to fire XD )
I don't know how exactly the weapon works in minority report, so I developed my own method based on what I know about science!

and when I said the rifle was originally designed to be a handgun, I literally mena that I started this gun design with a handgun in mind...then I added a stock and said "hmm, I like this, I think I'll keep it!". I wound up using the same trigger configuration and front piece in the pistol design XD
