It's really more of an example. As you level up your uniform upgrades as well. Above is an example how.You have two options as you level up:
1) Keep the same type of uniform and let it get fancier~
2) Trade the type of uniform for another in that higher rank
*you canNOT trade your type of uniform anytime. Trading can only happen when you level up. **
* When trading you can't trade down. So you can't have a super rank and trade for a basic rank item. Gotta keep your uniform matching your rank**
***you only get one uniform piece per team member. Ranking up does not mean you can get 2 per team member. **

In hindsight, that was worded poorly. Let me clarify.
I'm planning to have my character wear the super rank feather + scarf for super rank, but only upgrade the Feather for ultra rank. So the Super Rank scarf, and the Ultra Rank feather, on an Ultra Rank character. Would that be a problem?
Edit: Reading over the descriptions of this and the first one again, I think I can see I'm wrong for an entirely different reason. I interpreted the "You only NEED to wear one piece per team member" on the uniforms page as being able to wear more, but on this page it says the opposite, so I must have interpreted wrong - you can only wear one piece, and it has to be a piece of the current rank.
On another note, what are Uniforms like for Master rank?

yeah, rank isn't by evolving. Rank is determined by how many missions the team completes. You could stay in the baby stage the whole time and get to ultra!
