James being a member of the Winter Soldier Program (HYDRA's elite Death Squad) and Cammy being one of the Dolls (M.Bison and Shadaloo organization's bodyguard and enforcer Unit)
When they figured out their own pasts, a bond was formed between The former Killer Bee and the former Fist of HYDRA.
When the revived M.Bison was looking a new body to inhabit, he sets his sights on The Winter Soldiers and Killer Bee. Bucky and Cammy will have to rid the world of the Winter Soldiers before Seth gets his hands on any of them.
