The Order of Saints Ehud and Simon Zelotes - the military branch of which is designated the Intelligence and Evangelism Operations Group(IEOG) - is the subgroup of the Sacred Republic of Haven's Civil Emergency Response Forces charged with bringing the Word of God to infidel-held planets. On hostile infidel-held planets, the Group assumes the secondary responsibility of preparing said worlds for military intervention by the broader Republic through sabotage, assassination, and the fomenting of rebellion.

As the tasks assigned to the Group require a unique mindset - one willing to conform to a certain degree with the target world's culture yet still fanatically loyal to God and the Sacred Republic - the Group is one of the few organizations which a citizen of Haven can be assigned to as an individual, as opposed to being moved with their Flock as a collective. Indeed, many Shepherds will deliberately recommend their Flock's troublemakers to the Group, so long as their issues stem from the proper causes. Also unlike the broader CERF, infiltration Strike Squads are typically cobbled together based on the expected demographics of the target planet, as opposed to being a preexisting, standing unit. Due to this, the public consciousness of the Republic has something of a split mind regarding the IEOG - borderline shunning them as dangerously individualistic "black sheep" on the one hand, while simultaneously romanticising them and their duties with the other.

Once successfully infiltrated, the Group's Strike Squads begin evangelizing among the underclases of their targeted world, seeking out the poor and the disaffected to begin building a power base - and among the Alliance's hyper-capitalist society, that underclass can be large indeed. If military intervention is expected to be more than a year away, one or more betrothed Behemoth breeding pairs may be included in the initial infiltration force, to be secreted away in the wilderness areas of the usually eco-friendly Alliance - one of the few offensive uses the Sacred Republic is able to get out of their Behemoth population.

Prior to the invasion they were deployed in support of, the infiltrators typically keep to a passive stance, limiting their operations to reconnaissance, further evangelism, and training willing local converts to fight. Movement in public by the infiltrators themselves is kept to a minimum, due to the unique morphology brought on by Havenite gene-mods. The exception to this rule is the elimination of those individuals perceived to pose a clear moral, scientific, or military danger to the broader Sacred Republic. In some cases, Haven has been known to kill off entire Response Units of Infiltrators to get at single targets, esteeming the mortal lives of hundreds as little compared to the immortal souls of millions.

Only once the anticipated invasion is fully underway does the Group make its presence known - and it does so quite dramatically. Military infrastructure is destroyed, attempts are made on the lives of every official above the rank of Mayor, and armies of newly-forged zealots rise up in the streets, the latter alongside hosts of Behemoths hammering at habitat gates. Even so, attempts are made to avoid collateral damage where possible, and "purely" civilian targets - such as hospitals and schools - are typically left unharmed, though the buildings themselves may be occupied to hamper the enemy's operations. These attacks are not meant to be war-winning in their own right, but are instead meant to serve as a "deadly nuisance," forcing the enemy to redistribute their forces even as the main attack is bearing down on them.

Should the invasion be successful, the infiltrators who cleared the way are usually guaranteed posts in the resultant occupation government, though the stigma against the Group typically prevents them from rising any higher than the Guardianship of a single continent.

Should the attack fail, however, the infiltrators will usually fight to the death alongside the militants they trained, or else try to retreat into the Behemoth-held wilds to resist the infidel there. The longest-lasting of these "Holy Insurrections" is undoubtedly the New Elysium Incident - the end result of the CERF's largest military embarrassment yet - which has gone on long enough for the fight to be taken up by the children and grandchildren of the initial infiltration Response Unit, supplemented by Haven when possible. In recognition of this service, two successive Defenders have sworn that - should New Elysium finally be taken - the planet will be given wholesale to the men and women fighting on its surface now, no questions asked.
