For those who don't understand...
In episode 2, after Twilight "ungrayed" Applejack, they went to Fluttershy's house to "ungray" her.
However, the animators didn't show them walking into her house.
So, what Mr. CSImadmax is implying is that Fluttershy tied herself up after she and the other "grayed" ponies left. Then, after Twilight and Applejack got to her house, they found her like that. All Applejack had to do was "tighten the rope a bit".
