Even someone at Cyan's level wouldn't be able to make an Earth foal competent enough to even begin learning the first theoretical part of the theory as part of a temporary Alicornification spell 
Besides, explaining a damn Alicornification spell can't be done within an hour, more like 5. He just said it himself: it takes so much mana he'd be almost down-for-the-count if it wasn't for his doubled stamina. I don't need hard numbers to have a rough idea of the requirement.

Yeah, explaining complex spell isn't something for average foal could understand it's like try to explain about a string theory with kid who study in elementary school.
