Supreme Commander Geddon 'Gunghoee's modified flagship, the Declaration of War is a CSO-class Supercarrier and possibly one of the largest and most powerful warships in the Covenant Empire. At twenty miles long and armed with more weapondry than any other vessel, the Declaration acts as the primary capital ship of the Combined Fleet of Strategic Affiliations, leading a thousand warships and hundreds of thousands of soldiers into battle. The ships is decorated in a light-blue coat rather than the common purple shade, to symbolize its individuality as its own power. This supercarrier also features much stronger energy shielding than any other vessel in the Covenant, capable of resisting a full bombardment from any fleet, no matter the size.

Along with a unique coloration and features, the Declaration also possesses a powerful superweapon codenamed the Necrosis Reaper: a modified energy projector weapon system using a ring conduit with eight integrated lesser projectors around the main projector, which would focus together to produce a single beam comparable to any other Assault Carrier's weapon. However, when the main energy projector is fired into the merged beam, it creates a speeding surge of unstable plasma which combusts upon impact with devastating force, capable of either leaving a blast radius similar to that of the hydrogen bomb or ever decimate and entire fleet of UNSC vessels on its own. Humans mostly compare such usage to nuclear fission. The energy from the lesser projector ring is also capable of shifting to the forward point of the ship, being used as a forward energy projector when in space combat.

When the fleet was initially assembled, the Declaration led two CPV-class Heavy Destroyers, eight CCS-class Battlecruisers, and around twenty CRS-class Light Cruisers altogether. By the Fall of Reach, it leads around a thousand vessels from several assimilated fleets, along with nearly a million soldiers and personnel, over the course of the war. Even with such a massive fleet and foot force under its shroud, the Declaration is capable of defending itself from even the largest of UNSC fleets. One of the fleet's most signature tactics is allowing the Declaration to jump in as the first vessel to invade a planet, making it look like the only attacking ship. But upon having the human fleet assemble and prepare to engage the Declaration, the bulk of its fleet, composed of seven-hundred hundred vessels, will jump to their flagships location, overshadowing the human fleets into a state of disarray before bringing Hell down on their enemies and worlds.
