Ray Fillet was a young Coast Guard trainee who is suddenly mutated into a mutant ray when in contact with a tide pool full of mutagen after swimming with a manta ray. He becomes an ally to the Turtles when they help him stop a notorious sea hunter from poaching sea turtles.
