Bet your asking where my cell comes from? Its where April reveals Master Shredder sent them (her and the tiger) to destroy Splinter around 18:20-28 on my Australian DVD copy (should be same as US one if we're talking the Liongate release and they too cheap to even PAL convert for us Aussies).

Another reason why you couldn't match is because entirely unrelated pre-printed background (standard for some cells rather than just nothingness) to the scene in question most notable of all, it lacks the control collar. Earlier in the scene, right before the tiger snaps Splinter's cane you can see her without it there too, the collar missing is probably a goof somebody caught and it was added either as an separate element/cell for the cell of this or the cell were cast-off and with collar ones redrawn from these.
