The flare thing is only on sumopaint...as far as i know.
but don't use sumopaint cause it sucks. it froze on me while i was making this so this is just a screenshot. xT

How do you do the blur? Do you use the blur tool or smudge? and how do you get it to blend that much? I set it to 100% and it still failed at blending

filter>blur>gaussian blur
then choose how much to blur it.
yeah sorry, i forgot to mention that. the blur tool stinks; i never use it.
