I dunno, give him a bunch of purity seals, the Inquisitorial rosette and maybe replace the Shuriken pistol and you have yourself a radical Ordo Xenos Inquisitor, or maybe just a friend of the Eldar of the other Ordos, as heretical as it may be.

Nicely painted, though that face looks to human for an Eldar to me, since theyre described has having larger eyes.
