I'm trying to understand if you can change anything about the gallery folders besides the icon itself, like a background color to remove the dA greenish-gray.
Looking at this commission live, it seems dA changed the folder's descriptive text to now be on top, under the title, not left of the images anymore, correct?

You can't change anything in the folder icon area apart from icons unfortunately.
And yes you are right, the gallery folder structure has been changed by DA now.
