Because the Allies were barely prepared or willing for war and reeling from the depression on top of holding colonial empires. And by what, 1943, the war was in the Allies favor? Midway, Stalingrad, the invasion of North Africa and Italy...everything else was a mop-up, not helped because fanatical Axis command refused to fold.
