Blue - Allied Powers and dependent territories.
Gray-blue - Allies not at war with the Empire of Japan.
Maroon - the Soviet Union, Tuvan People's Republic and Mongolian People's Republic (Members of the Allied Coalition, not at war with Japan).

If the Axis Powers were so outnumbered, why were they so hard to take down?

Because the Allies were barely prepared or willing for war and reeling from the depression on top of holding colonial empires. And by what, 1943, the war was in the Allies favor? Midway, Stalingrad, the invasion of North Africa and Italy...everything else was a mop-up, not helped because fanatical Axis command refused to fold.
