I assume by twelve you mean 18.5? 12 millimeter would be only slightly less than .50 caliber in diameter. 12 gauge shotguns are .729" in diameter.

Well, it was invented long before rubber bullets appeared, and in many countries you just can't have anything else if you are civilian. For example, in Russia (or USSR) it's either shotgun, or rifle.
The technology is simple. You take a shell, remove all the metall and large portion of gunpowder, then add salt.
In case of traspasser - scare him, to make him run away, then shoot in the ass to teach him a lesson. If all was done right, none serious harm was done, but traspasser can't sit for a couple of days.
Instead of thousend speeches about "stealing is bad", just let them try and got caught once... %) You know, USSR enjoyed rather low crime raiting till it's fall.

Of course, it this particular famines were manmade. It's hard to farm when it is war going, and wars has a tendency to take most work-fit men into oblivion.
Russian Civil War wrecked one of world's Top Ten economies into absolute nothing - we reached Pre-Civil War economical parameters only during Stalin's reign.
Then was Great Patriotic War aka World War II - nazies walked their way over most populated and agriculturally-developed regions (Ural and more eastern regions got their industrial kickstart thanks to grand evacuation during this period), killing and burning. Then, during retreat, Germans tried out "scorched earth" policy.
So, yes, this famines were manmade.

Kind of... 1990-s were hell of a time... Little bit better then current Ukraine, however, but still. All industrial connections were shattered, money turned to paper, social guarantees were flushed down the toilet. Everything we invested (yeah, tell me about "paying for Soviet occupation"...) into "allied" countries (Poland and others) turned nothing.
But we recovered, as we did before. And we learned our lesson well. ^_^

Of course, they are. Because all the shit we've been threw during 90-s was directly caused by the fall of Soviet Union in 1991 and attempts to become nice friends with the western block.
