Well, in the german dub are they called "Cyborgs".
What i personally think, in case of 17,18,20 and 21 fits better.
That is why they are called C20, C17, C18 and C21 for example.
And yes, VegetaΒ΄s german voice actor was the same who got famous for Spongebob Squarepants.
But, that was because Vegeta was a dwarf like character in the sayian arc, and the german dub was more closers to the french dub. So they cast first the german voice actor, who voiced dwarf charatcers.
Atleast, they replaced him after Sayian arc with a much more fitting voice. And that new voice actor is now famous in germany for voicing Vegeta. xD
