Given the chance, this is how I'd want to redesign Android 21.

No more pulling rugs under our feet, my version is an android through and through.
Androids 13-18 were all wearing modern clothes but if you've noticed Androids 19-20, their fashion sense starts to deteriorate.
Meaning, given the chance; Android 21 would probably have the same poor fashion sense as Dr. Gero and Kim Jong U....Android 19.
Big hats covering your exposed brain would also be all the rage at this point.
Also Android 15 was the only Android to have worn an actual Red Ribbon like a bowtie. Let's bring that shit back!

Some might also argue that she wouldn't look too waifu enough in this attire but guess what?
The Androids were originally designed to eliminate Goku. If they happen to look hot by any chance, that wasn't what they
were originally intended for.

And since 21 would also be a more advanced Android, she would have files, records and movesets from the previous Red Ribbon soldiers (Major Metallitron, Mercenary Tao, General Blue, Android 13, Android 16, etc).
We could still incorporate that Majin side through the inclusion of a tail.
But this tail would be much closer to both Cell and the Android from the Pirate Cave.
