It's because the current emperor of Japan is leaving the throne soon. The eras on the Japanese calendar are based on who the emperor is, so when there's a new emperor a new era will start. That's why Build is the last series to run entirely in the Heisei era (the next one will overlap with the following era).
Of course, when it comes to Kamen Rider, the eras have more to do with the show's history than the actual Japanese calendar- Shin, ZO, and J are considered Showa riders even though they were actually made in the Heisei era, mostly because Shotaro Ishinomori was involved in them.

I was getting that same vibe from him when I first saw him as well.

Is it wrong that all I thought about when I first heard
"His main form is based on a Rabbit and a Tank."
I instantly pictured:
a) a Tank hopping down the road via some unknown gravitational force, crushing everything in its path.
Or
b) the Rabbit from Monty Python and the Holy Grail (instead of the 'mauling people to death' bit, it's 'the ears swivel towards the knights and the rabbit starts launching artillery rounds from its ears, blowing everything around it to smithereens' bit).
Does anyone else think this, or am I just going nuts?
