New canon indicates two things:1. Vader may be better Emperor than Palpatine. Yes, his not that manipulative, but in his later years old Sheev became overconfident, lazy, and even a little crazy. Vader on the other hand is focused, often reasonable, and even just. Many imperial officers belive this also.
2. Vader would win in a duel with Emperor. In the new "Darth Vadrer" comics, force vision shows just that. Also, Palps often can be seen a little afraid of his apprentice, enought to think twice before saying something that can make him angry.

I think Vader could have killed Sidious. They were pretty much equals in terms of power, at least in Canon. But Vader's only handicaps in my opinion are he can't use Force lightning that well, and he's impatient. Sidious, obviously, is a master at Force lightning, and is very patient as well. On the other hand, Vader is usually really calm and unusually humble for a Sith while Sidious is pretty narcissistic and smug, and crazy like you said. If they actually fought I'm not sure who would win. Vader could of course, but so could Sidious.

Chwileczkę. Skoro Vader ma postrzępiony płaszcz, to znaczy, że Senat go trafił. Skoro trafił, to czemu w płaszcz a nie cybernetykę? Pomijam też fakt, że odcięta kończyna zachowała możliwość projekcji błyskawic. I to, że Senat rzuca cień pod siebie, Vader za siebie, a źródło światła jest za nimi (Może też gdzie indziej, nie wnikam). Tyle błędów merytorycznych. tsk. tsk.

I always thought the skills to do so were there, but he never did that out of fear, or Palps has still much to teach him, and he did not want this wisdom wasted.

It's a bit more complicated than that.
His armor was specifically made to be weak against Sith lightning. Vader is built to be disadvantaged against Palps.
Yes, he doesn't wanna kill Palps yet cuz he still wants to learn from him.
Yes he fears Palps, but he rlly fuckin' should! Palps is O.P. Palps is like The Flash! It doesn't matter how skilled you are, he's faster, he's more powerful. That's how beat Kit Fisto, Saesee Tiin and Agen Kolar... those guys were BEASTS! he ripped them to shreds!
Vader is The Chosen One. Within him lies a dormant power that could annihilate Palps. Only problem: he doesn't have access to it, because he's Vader, not Anakin, he's a shell of the man who made the Mortis Twins kneel before him.
