I once saw a music clip, where this was used. I thin it was from a foo fighters song. But I am not sure. Do you know it?

Whoa! Was there any special technique you used to make this? Because the only way I could think of (manually moving each in) would take forever!

Yeah there was;
There is a plane with an image on it, then there is vol modifier and then a push modifier. That deforms the image. The each pin is attached to a vertex on the plane and as the plane is deformed, the pins move.
