Bio
Donald and Douglas are Scottish twins who attend Sodor Community College. As part of a student exchange program, Donald was chosen to swap places with Emily Stirling for a few weeks. While Donald was enjoying his time on Sodor, Emily was living with Douglas back in Scotland and the two quickly developed a strong friendship, thanks partially to their shared nationalities. When Donald and Emily swapped back, the twins eventually managed to convince their parents to transfer both of them to Sodor; due to both Donald's high opinion of the Island during his time there and Douglas' desire to introduce his brother to Emily, whom he began to see as a younger sister. After meeting properly, Donald quickly grew a liking to her and eventually all three began treating each other as family.
Donald and Douglas are practical, peppery, proud and level-minded, but despite their maturity, they do enjoy playing practical jokes on others and have been known to impersonate each other many times, something their parents have tried in vain to find a solution to. Between the two, Donald tends to be the charming, witty joker whereas Douglas is the smart, quick-thinking, calmer-natured one of the pair. Both display a keen sense of wit and usually tend to have the last laugh, more often taking the moral high ground. But that doesn't mean they won't be smug about it, especially when a deserving troublemaker gets their comeuppance. Both boys are very able students, strong performers and can handle any task well. They are fully capable of being firm with anyone who's rude to them in any way; even some of the devious members of the Smelter House don't try any of their tricks on them.
Both boys have strong connections with many of the other students, which sometimes stemmed from a humorous event, like when Donald teased Duck about his "quacking", Duck got his own back by slipping a small duckling into Donald's backpack. For his own revenge, during a camping trip, Donald planted an egg in Duck's sleeping bag, saying he "must've laid it in the night all unbeknownst", to which the both of them shared a laugh and called it even. Donald even named the little duckling 'Dilly' and adopted her as a pet.
Another, more serious example, was when Douglas was out wandering in the night, he came across Duck's cousins Oliver, Isabel and Toad, all looking incredibly weak and beaten. After he helped them to the hospital, Douglas learned that the three of them had been abused by their alcoholic parents and soon had both of them arrested and the three siblings sent to live with Duck and his parents. Douglas was hailed as a hero for his actions and earned much respect and admiration from the people around him. Toad even tried to become his personal assistant as a sign of thanks, though Douglas repeatedly tells him such an act isn't necessary.
Though with Douglas and Oliver spending a lot of time together; the latter being particularly cordial with the former, some began to speculate that there was something deeper going on between the two, and it didn't take long for the rumours to start spreading that the two were "more than friends". Though both boys tried to clarify that there was nothing going on between them, both began thinking it over after a while. Douglas discussed his dilemma with Donald and Emily; debating that although he liked Oliver as a friend, did he also feel something more for him, or was it simply the rumours messing with his head? Though Donald did playfully tease his brother about the whole situation, he told him that whether or not he likes girls or boys, he's still his brother and he'll be supportive of him. Emily advised him to speak directly with Oliver about it; see how he feels about the whole thing and hopefully find some way to halt the rumours. Taking that advise, Douglas asked Oliver how he's coping, who then told him that he's been having conflicting thoughts as well, and maybe he does like Douglas more than what his mind is telling him. Douglas was somewhat taken aback by this, but assured Oliver that he harbours no ill will towards him for thinking that, as they were both shoved into this spotlight out of their control. Taking a chance, Douglas awkwardly asked Oliver that since they're both experiencing the same clashing thoughts, maybe he would like to give being a couple a shot; see if it was just the rumours messing with them, or if something could come from it, to which the latter accepted. Since then, both boys have never looked back and fully embrace their new relationship.
The twins never like to be separated from each other, particularly after the exchange program, which was the longest time they'd spent apart. But like most siblings their age, a lot of the times they let their competitiveness get to their heads, which always leads to them squabbling with each other, even over the most trivial of things. The worst instance of such was when they unintentionally put their surrogate sister Emily in the middle of their bickering while trying to get a special delivery to the school through the snow, which ended with Emily getting buried in a snowfall and sternly scolding both of them for their childish behaviour.
Loyal hard workers, but victims of the natural sibling rivalry, Donald and Douglas always aim high whenever they set their minds on something. Though they frequently bicker, they both love each other all the same and will almost instantly bury the hatchet whenever one of them is in need.

I have got to say, I read the bio again, and from what I read about how Donald and Douglas tend to pull pranks or trick their parents kind of makes me think of Fred and George Weasley from Harry Potter.

Yeah, I gotta agree with ya there. That and the fact that you can barely tell them apart. Seriously, the only ways to do that I can see are their hairstyles, their nametags, and their sport's clothes. Other than that, they're completely identical.

I've never read The Railway Series, my only exposure to that story was in the TV show and Isabel didn't appear there. I'd honestly forgotten all about her until you brought her up.

That was a concept I'd briefly seen while browsing the TTTE wikia and thought it'd be a nice reference. And he isn't Douglas' assistant, he keeps trying to be, only for Douglas to assure him that it's unnecessary.
But when it comes to an omitted character, I'd rather not use her until I know more about her. Maybe I'll come back and edit this later once I've done just that.

I see. If you ever do change your mind, I'd be very intrigued to how Isabel, Dulcie, Alice and Mirabel all tie into it. They are Oliver's and Duck's auto coaches respectively. And because we don't know much about them, that's where fan interpenetration comes in. And you're really good at that.

After some deliberation, I've gone back and edited this to include Isabel in the bio section, I've also added her to Duck's "relatives" section as well.
Once I've done Oliver, after him will be Isabel and Dulcie (though the two aren't related in my headcanon, they work as a singular unit, so they'll be posted as one), then after them will be Toad.
Plus, given that there's not that many, I'll also be doing all the major characters exclusive to The Railway Series that never made it into the show:
