Some clarification:- Captain Lieutenant is the First Fleet equivalent of "Skipper", that is, the first rank that allows a ship of your own, albeit not a cruiser-level one. And yeah, this is why Rochus Heimann calls Captain Metlesits "Herr Kaleu". He met his later CO when he was holding that rank.
- Senior Captain is the First Fleet equivalent of Fleet Captain.
- The Branch Admiral is the highest ranking officer of the First Fleet, but not equalling a Starfleet Fleet Admiral. A Fleet Admiral can overrule a Branch Admiral anytime.

I like that, the stripe progression makes a bit more sense than Starfleet's.

I based them on the Prussian/German/Russian design (as you might have noticed, as Starfleet is a mirror of the US Navy, the First Fleet is the equivlament of the Kriegsmarine + the Soviet Navy).
