Not sure why you're a "struggling artist."
Some commentary:
I'm not sure that the Chief as the Scarecrow really fits the role properly. I suppose that Chief may have, on some level, appeared to have no brain in the movie -- but he definitely was intelligent in the book. The book is written entirely from his point of view. He narrates it in first person.
If you haven't read the book, I strongly recommend it.
Having said that, I'm not sure where else Chief could fit into the Wizard of Oz, and I suppose that the perception that dumb people are stupid is a reasonable depiction of the character.
