I'm the eldest of four so I know it all too well.
I think it's the tilt of her head and shape of her mouth that makes Luna's look work so well.
I did look at your other Discord drawings but this is the first full body shot of him we have in this style so I'd not seen his tail before. So he has detached the flame/fur tip and wrapped it around her foreleg? He really knows how to woo a lady!

Yes, he can do whatever he wants with his-other ponies' body-anything else. And yep, he has fun using his tail as a sort of other paw, of course with different purposes :3 Now that I think about it, I do remember Gilda robbing an apple with her tail in her episode. That's more or less the same concept ^^
