Description
I decided to do another Kill la Kill because I really liked the show for one, and I couldn't help but want to draw their ending clothes because of how different they come across, from how they were in the show.Also I was slightly not as content with my older image so here we gooo * - *... hopes this did it some more justice.

Definitely some hell bent version of Dio, it would oddly suit him? hahaha
As for One piece, I haven't kept up much in the last few years, so I'm not aware of what personality Arlong has.
