Well, she knew where she was going in that scene in the movie because she had been living on the other side for some time when she first ran away from Equestria, so I don't see why it could've gone anywhere else by then. More applicable circumstances for this scene would've been the first time she used the mirror after going into exile or whatever.
Also, apparently the IDW comics suggest it can be used to go to locations other than that high school, but it requires certain spells for each location or something.

I think of dimensional traveling a lot like in Half-Life.Β Like the Combine became aware of Earth because of all the life-forms transporting from Xen to Earth, the science boys from the Agency became aware of the rift between Equestria and that human world (Earth 2?) and decided to try and catch whatever it was that was going back and forth between those two dimensions.

Actually, it pretty much just... destroys whatever comes through. You can't go thunk and go the other way, Stargates don't work like that.
