I'm with Wobbley on naming the pre-evolution "Lepregoon" (leprecaun + goon) and LuckyNumber113 on having the thing evolve at Level 21. However, I think "Leprewish" (leprechaun+wish) or Potluchaun ("potluck+leprechaun) would work for this guy. "Spectreasure" works too.

Perhaps Prankster would be a good Ability for him, since leprechauns like to play tricks on people. And as for his name, I came up with Spectreasure (Spectrum+treasure), but Wobbley's ideas below are way better. I think he should also evolve at level 21, since that's the best score in blackjack (luck, jackpots, etc.); I thought 7 would be appropriate, but that's much too early.
