I didn't "say" that it GONNA be a fire controlling villain, I just said it "could" be, since I didn't plan any rival him to have, joked also about global warming.
As for this character; quite extreme looking dude.

Well not forcibly, it was just a suggestion to be opponent for Ice Age, and I wrote, in addition to controlling the fire, that Over Heat is also able to raise its own body temperature. And Thanks, I put a lot of work into what the fire villain would look like. But honest opinion from you, could OverHeat be the right enemy Ice Age?

I would make something less extreme on character's design, depending on character's personality. ( This guy looks like main villain's henchman with less intelligent like TMNT's Bebop and Rocksteady. )
I dare go far to make a devil businessman as main foe, got much of money to hire goons to the dirty work and summon a blazing demons. Like Twisted Metal's Calypso.

But yea, a crazy looking characters are often lesser evil to major charismatic villains.
Minions - a extreme crazy people willing to get their hands dirty.
Bosses - a charming and cool looking mastermind.
