I think it's one of the best eyes tutorials I ever saw... I use it for many of my colorings... maybe step 10 I think is a bit too overloaded... I only use the steps up to 9, but at all the tutorial is very good.

For some odd reason sometimes it turns out like yours after the blur, and sometimes it's the opposite and it looks horrible. And I have no clue why.

Did you use Lasso? And you didn't go for RadialBlur and chose Spin, right??

No lasso, but I did go for RadialBlur and chose Spin. So I lasso all around the eye, or around the area you want to blur?

You lasso one eye only so you don't use spin on both at the same time

I only do one eye at a time, and on different layers.

Very nice tutorial. Gimp does not have radial blur from what I saw. Does anybody know what is its Gimp equal? Man I wish I had a tablet and Photoshop CS4 but money is very tight. I have one question. Which tablet do you use to create your art as I am interest in seeing if the $100 tablet is just as well as a $200 one (Bamboo fun, craft, intous (I don't remember the exact name).

It does have radial blur. Someone I know said it at least and she uses gimp ever day. But I don't know its name....
The differences between the tablets are the surface, and the size. I use an Intuos.
