It means the image is too big in either dimensions or is too detailed. What kind of file did you save the frames as? .gif, .jpeg, .png, etc..

after you color it on Photoshop, could you open it with paint and then pick up from that step, or do you not have paint, or is that a useless idea? XD

go to that dark blue thing with 2 rectangles side by side with lines on the right (which can also be described as an open book XD) with an arrow pointing down, and click on properties, and type length: 50 and width: 50
