An image demonstrating the gist of all three Paper Mario games I did Recut topics for. These topics didn't just ignore the stupid character restriction and go all-out in filling in the blanks- they also suggested various fixes to the many gameplay problems in the newer Intelligent Systems-developed Paper Mario games I'm surprised IS haven't even patched as of this typing. Not quite as unuseable. With Super Mario RPG, an entire separate company owns the characters who debuted there- therefore, lawyers between both companies are needed.
Nintendo and Intelligent Systems, meanwhile, do own the Paper Mario characters wholesale- it's just one (Tanabe) and a half (Miyamoto) guys won't let them return. All that's needed for Paper Mario veterans to come back is a producer who takes pride in the original trilogy, and who knows how to negotiate with Miyamoto.

No-one outside the company knows the exact reason behind "Mario-world only" mandate. The fact Smash 4 Wii U has trophies of characters from the first 3 games rules out any bizarre legal troubles, though.
My best guess as to why this mandate showed up was due to SPM featuring few Mushroom Kingdom characters in the main story and due to Koizumi sneaking Rosalina's backstory into Super Mario Galaxy 1. While Miyamoto was only surprised at the latter, he spoke of an "epiphany" he had about "the essence of Mario" near Galaxy 2's release- during an interview about why G2 had little story. This epiphany is certainly linked to why most of the newer Mario games have little story.

You think Miyamoto would mind the T v being a seperate universe from the games, that has more story than them?

Miyamoto's recently said Super Mario Odyssey serves as a return to the core audience, after the eighth gen focused on casual gamers. Also, Miyamoto is aware different mediums call for different approaches. So he'd be open to the idea of the TV universe being separate from the games, as long as they helped promote the games.
