well, Neimoidians did have guards of their own species at times.  i guess there are a few rare cases of the worms growing a bit of a spine.

The guards of the species were trained to be brave not gutless wonders and incorruptible. I'm guessing these are descendants of those guards but they only got the brave parked down.
