Okay, I look on Smogon and I would say Water Absorb is your best bet.

Actually, I think an Ability more like a Fur Coat for SpD would be best since it's a Psychic/Flying instead of Water/Flying. Though its design resembles a single-celled organism, so maybe something like every time it uses an evasion boosting move like Double Team, instead of boosting evasion, its Atk, SpA, and accuracy go up 1 stage and evasion lowers by one stage.
