I find its inner tube to be forced.. the art style and the execution of the art is fine.....
But the design is flawed... it just seems off to me...

The design itself doesnt feel right to me. It seems like more could be done to make it better. The inner tube thats around it seems forced. As in it seems lkke ur OVERLY trying to show that its a water type when its pretty obvious. Starter basic stages arent easy to mske but theyre very simple. Not overly complicated. Maybe add the inner tube on its evo or even its final stage but the basic stage doesnt need it. And as for content? I said that the design needed to be changed. I said it felt off. There is too much going on.
