Windows Xp the most 'popular' operating system in the world, yeah whatever anyway you can get that XP look aswell (as many others) on Linux.To get the look:
Use 'Xp Luna' GTK for Controls (customize theme)
Use 'Not XP' GTK Windows Control
Use the XpGnome Icon theme
Gnomenu for the start menu
XP2 Button theme by rocker2344 for gnomenu
Longhorn Bliss by yethzart wallpaper

Why would you want it though? Gnome has so many better options!

This was something that I did relatively early on after discovering Linux and Ubuntu. It was more about finding the limits of Ubuntu than to try and compensate for the differences that Ubuntu had to Windows or even OS X. Compared to Ubuntu 9.10's default theme XP looked good and to be honest I think the result was quite convincing.
