Well, not really. Have you ever tried to shoot splashes without flash light? In strong sunlight it's possible, if you can set shutter speed of your camera about 1/4000 c. I tried it once with my old camera and get pretty nice shoots (but I have to set very wide aperture so there was plenty of blur).
If you have an external flash light and just don't have a soft box, you can use a piece of white cloth or tissue paper to make the light softer. Or you can give it a try and shot with strong light, it can be very beautiful too!
