Despite the risk of sounding stupid...how is that drawn? Or painted? Or rendered? What's the technique?

Started off with a basic Daz 3D model for the main character, (a really nice free program) hair was added , jewellery, weapons etc I modelled in yet another program, rendered as png file and then imported into PS where the background was added and the main figure had additional "painting" done to it.

By the time it was finished it did look completely different from the initial layout (I like to experiment between different graphics software on a single piece).
