Silver Quill is a reviewer from the brony analysis community, and in my opinion, one of the best (and funniest) there ever is. Prior to that, he was known for his comics in Deviantart, his most famous work being ''A Princess' Tears''.
Mephisto Quill (not Devil Quill, sorry got mixed up because both are so similar) is a gag character of his, thrown in a couple of jokes he did. It was first used when he left the comic world in his Power Ponies review, trading Diamond Tiara to Mephisto in exchange for his freedom. The second time was when Silver called out the CMC for not telling anypony about Troubleshoes not being a criminal, so they wouldn't get punished while Troubleshoes stays in jail. He said ''What the hell, kids? What the actual hell!?'' then Mephisto comes right outta nowhere and says ''Yeah, even by MY standards, that's messed up!''
Devil Quill is also a gag character, but his sole purpose was to show Silver has no Angel Quill to serve as conscience (in character, not in real life)

Yes, a close friend or family should still be worth more than some books and scrolls. Also, I doubt there are books so rare that there would only be one copy of them in Twilight's library, a public library, by the way. This isn't the Royal Canterlot Archives we're talking about here; every book in that library is replaceable. And even if Twilight had some personal notes and research which she had no other copies of outside the library, she could still recreate them all from scratch. Granted, it would be very tedious and could take months, maybe even years but at least it could be done; how would you be able to replace Spike, though? Twilight has made it clear herself in "Owl's Well That Ends Well" that no one could ever replace him

You know, as harsh and inhumane as it can sound, we humans are expendable up to a certain point, in the way that generations can be replaced by the next ones.
On the other hands, precious books - and I mean the really, really precious ones. Like, say, the original of the US Declaration of Independance, or a book that was written during the XIIth century - by which are lost in a fire are totally and irremediably lost.
Those are part of the history of a country, part of its culture, part of what defines its nation, its people.
Such a loss is unrecoverable and should be prevented at all costs.
See the movie "Monument Men" to have an illustration, even if arranged for story-telling, of my point.
Now, back to this little comic above, that's true, Twi's library isn't the RCA, and research notes can be written again.
