I can explain!
I've noticed this little foal in "Twilight Time" (4x15), and he also appears in "Pinkie Pride" (4x12). Do we have a name for him? "Home Run"? "Pitch Hitter"? "Li'l Leaguer"?

Can we call him First Base? I like that name. I can't decide. Let's get a poll done.
He only reminds me of one other pony. Flash Sentry (Oh, c'mon. Those colours.) What if he was related to Flash Sentry? Perhaps an adoptive brother because the little one isn't a pegasus? Scootaloo has Rainbow Dash and we seem pretty on the ball with that. I like the idea of a Flash Sentry who has a little brother to watch over, blood-related or not. I got more planned for these two. I think they make a great team.

They could probably be blood related.. as shown in Baby Cakes, the genetics for ponies show you can have more then one kind of pony in your bloodline if at least one of the parents carry the genes for more then one type, even if it's a distant relative and even if neither of the parents are that kind.

Not to cause any unwanted fiction here, but just because he's not a Pegasus, doesn't mean he's adopted.
He can be Biological, but it's all Pony Genetics; as shown in Baby Cakes. But since we haven't seen his (their) parents yet, this theory is yet to be finalized.

the cake twins are a result of a business trip and a certain blue furred tub of guts getting doinked at the same time by a local healer and cloud jockey. Literally at the same time. And Mr. Cakes explanation was a desperate attempt at denial complete with the shifty eye teeth gritting look of a man who knows some bloke (or in this case blokes) potting his bride

Okay buddy, look: I'm sorry, but I refuse to accept this kind of reason for the Cake Twins. I don't really care how differently you tell the story, because it's always the same, and I don't care how Mr. Cake looked like when he answered the others about how Pound and Pumpkin are what they are; going directly to the conclusion that Mrs. Cake cheated on Mr. Cake with two other stallions, for whatever reason, is sick and it sickens me.
I mean c'mon! Genetics is a lottery. You never know what you're gonna get. I say Pumpkin and Pound are very, very lucky foals that were dealt the genetics of their distant relatives. To me, this kind of genetics actually makes Equestria look even more vibrant, because ponies aren’t stuck to one direct mould.
Head cannon is all fine and good, but I'm sorry, your head cannon; and anyone else's who is similar to it, is a no for me, friend.
