I can explain!
I've noticed this little foal in "Twilight Time" (4x15), and he also appears in "Pinkie Pride" (4x12). Do we have a name for him? "Home Run"? "Pitch Hitter"? "Li'l Leaguer"?

Can we call him First Base? I like that name. I can't decide. Let's get a poll done.
He only reminds me of one other pony. Flash Sentry (Oh, c'mon. Those colours.) What if he was related to Flash Sentry? Perhaps an adoptive brother because the little one isn't a pegasus? Scootaloo has Rainbow Dash and we seem pretty on the ball with that. I like the idea of a Flash Sentry who has a little brother to watch over, blood-related or not. I got more planned for these two. I think they make a great team.

Again possible, but seems just a little overly convenient.
That said, I could see "Slugger" being Flash's younger brother, but probably not as the same background character seen in Ponyville. Case in point many background ponies get recycled between episodes set in different locations, but we really aren't meant to think that these ponies are just randomly following the M6 around. Most notably might be the trio of Twinkleshine, Lemon Hearts, Minuette who were all seen in the first episode seemingly as fellow students with Twilight at Celestia's School for Gifted Unicorns in Canterlot, yet have also been more often seen as residents of Ponyville. It would seem rather odd for all three of them to have decided to move to Ponyville at the exact same time as Twilight did, doubly so since we still see them all Canterlot as well (most prominently in that two of them were Cadance's orginal bridalmaids, alongside Lyra who seems to have a similar duality being first seen waving to Twilight in Canterlot).

Good argument there. There could be a "Slugger" out their in Equestria somewhere and the one we see in Ponyville might be nothing more than a look-a-like/doppelganger. Or maybe a Changeling in disguise! A clone of a long dead older/younger/twin brother of Flash from a government/alien experiment roaming around in Ponyville! Flash's sibling returning from an alien abduction after how many years of being missing and has no memory of his previous life!

I think that's a great idea!! Give the character based off of my grandfather a lil bro I know he has one so why not give flash sentry one!!!

Considering that he's the Main Character's canonically first love interest's little brother it'd be suitable to have a name that playfully hints at "First Kisses," wouldn't it? At the same time as being relevant to the cutie mark & a great name for a pony it adds in that final layer of subtlety on the very rare possibility that he's related to Flash Sentry.
Plus the names sound like Big Brother Little Brother now that I put them next to each other. Flash Sentry First Base.
