I can explain!
I've noticed this little foal in "Twilight Time" (4x15), and he also appears in "Pinkie Pride" (4x12). Do we have a name for him? "Home Run"? "Pitch Hitter"? "Li'l Leaguer"?

Can we call him First Base? I like that name. I can't decide. Let's get a poll done.
He only reminds me of one other pony. Flash Sentry (Oh, c'mon. Those colours.) What if he was related to Flash Sentry? Perhaps an adoptive brother because the little one isn't a pegasus? Scootaloo has Rainbow Dash and we seem pretty on the ball with that. I like the idea of a Flash Sentry who has a little brother to watch over, blood-related or not. I got more planned for these two. I think they make a great team.

I noticed a background Pegasus in "Rainbow Falls" who resembled Scoots.

Upon further review, I believe that they used the same colour palette as they did for this lil' guy, except the made him a pegasus. (like Doctor Whooves in Sonic Rainboom)

So who do you see flutters or Scoots being related too? I think of the possibility that Dashie and Flutters are Cousins... Maybe like 6 forths 8ths cousins Like Bubs amd Coach Z... or FDR and his Wife... or simply like 2nd or 3rd cousins

I've always rolled with the idea that Scootaloo is related to Daring Do. She's Scoots' aunt, and her heart broke when the foal rolled off the cloud and was lost, and that's why she's flung herself into archeology and writing. Scoots was found somewhere in the Whispering Woods--either by some G2 Earth Ponies, or by some chickens who took her to live with her Own Kind, take your pick. The fall is why Scoots has some wing issues, plus being raised by ponies who can't teach her, but her "real" mom is Daring Do's sister.
Fluts' mom is a school friend of Scoots' real mom. Fluttershy knows this story, but she hasn't connected the dots. It hasn't made her any happier about flying.

I´m not sure.
Maaaaaaaaaaaaaybe they´re brothers, it´s no need to be both pegasus. (since I´ve studied genetics, we could say there´s a specific gen for horn and wings. After some theories, It could also explain why Cakes´ foals are both a unicorn and a pegasus when their parents are earth ponies. I´m not going to explain it on english (because I just can´t).
Still, when someone asks me then how did Twilight became an alicorn, I just have no bucking idea.

Don't forget the Cakes are Earth Ponies and they had a Pegasus foal and a Unicorn foal.
There's no reason to believe these two aren't related, for all we know one of Flash Sentry's parents is an Earth Pony

Possibly... but still would seem rather overly convenient. Equestria is a big country and Ponyville is just one small backwater town of no real importance outside of being the home of our mane cast.

Maybe Flash and Slugger (my head cannon name) were raised elsewhere in Equestria. Then sometime after Flash joined the guard or assigned to the Crystal Empire their family may have moved to Ponyville for a changed of scenery.
