The panel background is one that comes default with Docky.
Hopefully this is the same panel is above, I did change it a lot. If it isnt correct you can make your own in Gimp. The size was something like 1925x225 with the forground colour as 000000 set to 65% transparency, then I added two borders at colour d7d7d7.

btw, i have ubunutu and win7 dual on my laptop now (;
but i have a lot of problems s:
it will need time to know how to change the theme,the icons, and the work with conky
and i don't get the stupid unity on the bottom s:
i will work more on ubunutu next time, but it often crash s:
