What i use for wallpapers like this is actually a game called Garry's Mod [link] . In short, it's a sandbox mod for VALVe's SOURCE game engine that allows me to take whatever character i want, and do what i will with it.
I usually take models from other games and pose them how i want (take a look at the Mass Effect, Halo, and Left 4 Dead stuff i've done). This case though, it was a bit different.
I took a model of Halo's Master Chief and reskinned (edited the textures, in this case the armor color) it so it could display all the cast members of Red vs Bue (minus Agents Carolina, Connecticut, and Maine because of the armor permutations).
