Technically, if you look at RvB: "Out of Mind" Church's armor was regulation Blue at one point. He must've gotten upgraded to Cobalt at some point.

But in my opinion...Church's armor, even here, is the right color.

Think of it this way: compare it to Caboose, who's a dark navy blue.

Do YOU think Caboose would understand that Dark Navy Blue is different from Blue?

I agree with you nonetheless. I think what happened here is just the lighting and HDR systems in SOURCE made Church appear darker than normal :\
