I tried this out and had no luck getting it to work...
Does the camera need to be inside or outside of the sphere?
Does the light source need to be inside of outside of the sphere?
What I am getting, even though Thin Walled is Off and the SSS values are set, is a sphere that light will not penetrate. I have tried with the default photometric spotlights, a distant light, and some store lights, but all ended up with the same results.

JansonGalterio, in this example I have used sun light. It's important the position of the sun.
The camera is outside of the sphere.
The light source is the sun. It's outside of the sphere.
Make sure, your sphere is transparent: Refraction Weight: 1.00. Try with Refraction index:1.5 (crystal).

No, still doesn't work. I think there may be some aspect of your scene design that is overlooked. Maybe in the Render Settings, the Surface Material of the Sphere, or the Light Properties.
It just seems like there is some tiny item that you have turned on that I don't have here.

I must have missed a step in there somewhere; all I ended up with was a white solid shape (just like the illustration image). At what point in the process does it look like fog?

You are welcome! Take into account: the direction of light; set Refraction Weight to 1.00; and try different values for SSS Direction.
