One of my friends gave one of her ocs a name that was an exact copy of my OC's name, save one letter, and then pretended like she didn't know it was a name or that she'd never heard of my OC (we are good friends, so ...) I let it go but I still hate this feeling.

While I do agree OC copying is a problem, some people claim they're copied around every turn. Other OC has the same (slightly uncommon) starter Pokemon as theirs and shares nothing else? "Oh mai gawd! You stole my character, that's illegal (Insert two page rant on copyright laws that have nothing to do with the situation)."

my bus seat partner copied my zombie character to the core. copying starts when people have no inspiration or when people are just art stealers.

It seems to me that a lot of the argument down the page stems from people having different concepts of 'ripping-off an OC'; what are we counting here? Someone who grabs a picture and reposts the exact same picture, unchanged, on their own page claiming credit for it? That's definitely theft. What about recolors? When someone grabs the picture, Photoshops it and then posts it and claims it as original? Again, definitely theft and something that regularly gets DA users banned.
What about when somebody uses their own pen and paper or (stylus and screen, as it were) and draws out an original picture of a character somebody else came up with, but changes the name and claims it as their own? There you're getting into some gray area. It's a douche-bag thing to do, and you could call it concept-theft or theft of intellectual property, but it's not actually art-theft at that point.
What about when somebody draws an original picture with a character that's veeeery similar to yours but has a few different details? Well, that's another gray area. Exactly 50 Shades of it. But while, a lot of the time, they wouldn't have come up with that character if they haven't seen yours first and been inspired by it, that's how art has always been. Homer did not make up the stories of the Iliad and the Odessy, they were based on mythology that predated his life by a few centuries, but he told the Trojan Cycle in a much more engaging way than anybody ever had before, and that's what was creative about it. Art is always influenced by things the artist has seen, heard and read prior to picking up their own brush, that is not something that will change and it's not something worth getting butt-hurt about.
The topic of 'tribute' came up; I think what defines a legitimate 'tribute' is always going to be the actual attribution. It's only tribute if you at least reference the person who created the character or inspired you to create a variant of it; if you claim the idea as original then you can not later make the claim of it being a tribute because those things are contrary to each other.

It seems to be an excuse people fall back onto when somebody calls them out, and at that point they'll start back-peddling and saying "well I never meant to *imply* that it was original!" or something when they realize they've just made an ass of themselves.
